
Case Study: Re-Branding Philadelphia City Council
Duly Elected Officials
After leaving Apple to join the President’s staff at Philadelphia City Council as Graphic Designer & Art Director, I had a couple of mandates: cut costs by centralizing production of communications materials (when I arrived I found that the 17 City Council offices had been using 22 separate printers!), and begin a “central brand” for City Council that would tie the offices together as a single entity.
The second part was a little more of a challenge, because everyone (EVERYONE) ran for these public offices by saying, “I represent you, the people, and nobody can tell me what to do!”
As such the President of City Council was tasked with communications, negotiating with the Mayor’s office, and running City Council Meetings. He was NOT the “boss” of any of the Council members.
In fact, NOBODY is the boss of a sitting Council member. One critical phrase I heard over and over during my first month in Council was, “duly elected City Official”.
But, as dedicated professionals, Council members accepted the concept of Branding, and Intellectual Policy, and brough their communication teams to training that I held quarterly, after re-designing Council’s logo, seal, and Brand Identity.
First, I created our new department…Council Creative Group.
Then came hardware, software, and interns.
